My Shih Tzu Puppy Won 39

Hi all, need some advice about house training my 13 week old shih tzu puppy. First of all I live in a flat and to get to my garden you have to go down a set of outside stairs - this is the first problem because Gizmo (my pup) won't go down the stairs without being carried. I've tried everything I can think off such as placing choc drops on each step but it doesn't work and I've been doing this.
